Tim Scammell found these in the Fredericton train station and is curious what they are. The tubular things look like brake hoses but apparently the spikes fit inside them. Any ideas?

Are they expansion bolts used to connect bolts to ties?
they are old broom hoses for ballast regularfor sweeping tie or snow
Sa me as Brian said old ballast regulator broom hoses.
